Had an offical word from MS i.e this resource needs whitelisting per subscription to allow Cosmos db in Australia Central region.

As we are aware that we are moving towards a modern mainframe.

While this wave is much stronger than a few decades ago. It is here upon us with resolving high availability, scalability issues from the past and replacing it with a slider.

But I am experiencing some issues which compromising that vision i.e receiving errors like 

"Sorry we are currently experiencing high demand in this region and cannot fulfil at this time"

For IaaS I can understand there is still finite set and we can change SKU and come around it.

However, with a recent PaaS error of that sort is unacceptable. #cosmosdb #sql
I have checked db limits per subscription that was not the case.

I hope in new mainframe (cloud) situation gets better as I am a big supporter & motivator of the cloud.
